The Small Business Enterprise (SBE) Program is an Ohio Department of Transportation initiative that provides small businesses with expanded access to certain federally funded transportation contracts. The program is race‑ and gender‑neutral and is intended to encourage small firms to participate as prime contractors by limiting competition on select projects to certified SBEs that meet ODOT eligibility and performance requirements.
